Regulatory Framework
NEPL's operations are structured around India's environmental and waste management regulatory framework. Every process, from collection to disposal, aligns with applicable central and state legislation.
The primary regulation governing collection, storage, dismantling, and recycling of electronic waste in India. Defines Extended Producer Responsibility (EPR) obligations, recycler authorization requirements, and channelization norms. NEPL operates as an authorized recycler under this framework.
The umbrella legislation for environmental protection in India. Empowers the central government to establish authorities, set emission and discharge standards, and regulate industrial activities that impact the environment. NEPL's facility design and operations comply with standards set under this act.
Governs air emissions from industrial operations. NEPL's facility incorporates Air Pollution Control Devices (APCD) including local exhaust ventilation, pulse jet bag filters, wet scrubbers, and emission stacks to maintain emissions within prescribed limits.
Regulates discharge of industrial effluents and wastewater. NEPL's Effluent Treatment Plant (ETP) processes industrial wastewater before reuse or disposal, ensuring compliance with discharge norms set by MPCB.
Governs the handling, storage, and disposal of hazardous waste generated during e-waste processing — including batteries, mercury-containing lamps, CRT glass, toner cartridges, and refrigerant oils. These fractions are channelized to authorized TSDF facilities.
Central Pollution Control Board — issues guidelines for e-waste recyclers, sets environmental standards, and oversees national compliance monitoring.
Maharashtra Pollution Control Board — the state-level authority for Consent to Establish (CTE), Consent to Operate (CTO), and ongoing environmental monitoring of industrial facilities in Maharashtra.
Ministry of Environment, Forest and Climate Change — the central government ministry responsible for formulating environmental policy, including the E-Waste Management Rules and EPR framework.
Under the E-Waste (Management) Rules, 2022, producers and brand owners are mandated to manage end-of-life electronics through the Extended Producer Responsibility framework. This requires producers to ensure collection and channelization of e-waste to authorized recyclers.
NEPL participates in this framework as an authorized recycler — receiving e-waste channelized by producers, collection centres, and bulk consumers, and providing documented proof of environmentally sound recycling.

Receipt records — incoming e-waste weighed, categorized, documented
Processing records — dismantling, segregation, and material separation logs
Recovery records — recovered materials weighed, classified, and documented
Dispatch records — recovered materials channelized to authorized downstream
Hazardous waste manifests — TSDF channelization records for regulated fractions
Compliance certificates — issued to stakeholders as proof of environmentally sound processing
